Wipe once with toilet paper to get all the excess off, and then use the trusty water to really clean the area. It's a combination. I don't know if it's just my personal experience but a lot of household's in the middle east only use water but they have bidets / the spray hose so it's okay. Only place in the middle east I've seen combination of toilet paper and water is in hotels for obvious reasons.
