That's not true. I checked into it. Dawladda Hoose does get it's 15%, they just changed the procedure they were receiving the vouchers from the Central Bank. Now they go through the Finance Ministry directly and at times their cut gets spent on some high priority areas. This is why the employees missed out on their September salary.

Something needs to be done def to change this procedure.

It is totally illegal the points agreed with Puntland. The paradox is that Gas was the PM when this provisional constitution come to be. Anyway the agreement is not a binding documents and all words are to please politically the puntlanders but in fact he is digging his own grave by creating more grievances with Mudug and the rest.

which points do you disagree with??
most of those points were about things moqdisho was doing to damage Puntland.
For example, not recognizing Puntland's highschool diplomas, which blocked Puntland students from attending university in Sudan and Malaysia.
The government in Mogadishu is trying very hard to damage the only fully functioning federal state, they are very shortsighted

1.) Norway: signs the check
2) Finance ministry receives the money from Norway
3) All the different departments get their share of the money.
