The constitution is clear on job roles.
Culusow cannot dictate to the PM what to do or not.
Saacid did everything the President told him and it cost him his job.The President cannot just do the job of the PM and sack him when his incompetency is revealed.The PM is not an errand boy.
Infact the PM should sack this reero xassan dude plus Godax and Xalane.

I commend the PM good job done.Its tie Dam Jadiid were shown the door.Just like what Egypt did to IKhwan should be what Damjadid should be treated they should be arrested and imprisoned.

There are two different issues here.
What's a legal issue and what is a personal issue.
For example, it is a legal issue if I steal from someone. It is a personal issue if I don't smile for them.
The President does not have a legal right to name a minister nor swap a minister nor fire a minister.
However, the PM has a personal responsibility to consult, inform, and include the President on his decisions.
It is positive for the country to have the Head of Government and Head of State to be on the same page and have a positive working relationship.
The doesn't mean the President has a legal veto over the cabinet or can say the government can go on as it has been inspite of the PM's decision---which is final on this issue until Parliament interferes.
The council of ministers is strictly a contract issue between the PM who nominated them and the Parliament that gave them confidence.
The President is a symbolic spectator on this.
While the choice of Somali president isn't any more an "election" issue than the PM, I agree it is a confusing process and typically in parliamentary democracy the Head of State is appointed and PM is the leader of the largest party in Parliament.
Even so, Hassan took in an election for president UNDER this constitution. He signed on to this system. It didn't change after his election.

The pm is not going anywhere and its obvious that issues stems from the incompetent president.
It's nothing but wishful thinking on your part.

The President either has to be a ceremonial head of state or you have to change this from a parliamentary system to a presidential system.
You can't have it be in between.
