Its funny how OP is one of the trolls in that section. But on the subject it sounds like they put down a fair proposition. Ive noticed there is no way of beating trolls not even sinking down to their level keeps them away.
I also dont see anything wrong with demanding the mod is from that region, (i'd add they need to be a regular) because in light of clan dynamics of this forum you can expect mods to be impartial or even worse biased.
