I honestly thought they were going to cough up the money and pay it with no hesitation whatsoever. lol Little did I know! And now a poor sod paid it with his life, so it seems.

We don't negotiate with terrorists is the official stance of the majority of governments of the world. The ones kidnapped are always the average citizens so it has me wondering if the government officials who refuse to negotiate with terrorists would do the same if their own family member was kidnapped?
