There are loads of "Wasiira dawlo" exist only by name and nearly 100 president advisors. Non of them have access to Silanyo or met afer nominated. However, they all get paid salary without lifting one finger.

Wasirul Dawlas are a drop in the ocean though... the real drain on resources are the thousands of ghost soldiers.
I remember that the defence minister under Riyale, Ismaciil Boos tried to register and give IDs to all the personell in the armed forces! He was sacked within a week of mentioning his plan.
