Why are white people expats when the rest of us are immigrants?

A Brit in Australia = expat
A Chinese in Australia = immigrant.

The underlying question still is this:

Does said person plan on permanently residing in the country? If so they are an immigrant.

Is said person only temporarily working in said country on a temporary contract, with plans to eventually return to their country? If so they are an expatriate.
