Toxic effects are dose dependent. Plain water is also a lethal to nerve cells in high enough concentrations, since it dilutes important chemicals in cells, remember hypertonic ( shrinked cells), hypotonic ballon cells in high school?. This is called water intoxication. The western world has had water fluoridation for about 70 years, so the effects on brain development should have been massive by now.. There is a case to be made against having a one size fits all level of fluoridation without taking into account regional dental health, but this kinds of anti fluoridation conspiracy theories distract from genuine concerns.

Already answered above. Other more important variables also changed in that period. You can't compare it like you did. Fluoride only has a minor negative effect, while improved health care and education had a greater positive effect.

Fluoride is a known neurotoxin, even at very low doses. People don't really need it. Xylitol prevents caries just as well if not better than fluoride.
