A possible solution could be to give them their own state in Somalia which they themselves would be in control of. Whether other Somalis would agree to that is up for debate.

In the same way how India and Ethiopia are divided into dozens of different provinces, each province being reserved for a specific ethnic group....perhaps this could be achieved in our country as well.
