There will never again be a somalia wide civil war again, only political competition. Even this political competition will eventually end as the federal states become more capable. Mogadishu will only have one role which is to divide the aid that comes from the international community equitably. That's it, no other political role for the FGS. That is what Puntland would like to see.

but isn't that akin to virtual secession of federal states which renders your nation somalia non existent as a viable country - what you're proposing is unacceptable to most people of somalia including the majority hawiye and will surely set the stage of bloodshed

As far as aid is concerned only emergency relief and technical aid should be accepted......no bags of cash being flown into Mogadishu.

But can Somalia ever fully recover and cease to be a failed state without first having a strong central government that firmly controls every inch of given that it was a strong central government that destroyed Somalia in the first place. Talk about a Catch 22 situation
