There is a very simple reason why South-Central Somalia, or everything South of Galkacyo and north of the Juba is in chaos. There are simply too many little clans with no cohesion. tens of little clans each with a couple of tuulos who want to rule their little fief.
There will never emerge any centralized rule or federal rule for that matter unless there are less clans than there are today.
