port fund, Somali embassy in Nairobi, Amal ship in Xamar, the accused editor.
Somali ministries speanding etc etc ... There are countless private bank account payments, forged document and checks in the report.
Though AS are getting stronger, they move independently now
and have a very wide middle management. The death of Godane didn't have much effect on the group.
But I agree, I never though the corruption in Xamar
was that big. Imagine UNDP keeping 1 million Dollar in trust fund
to rehabilitate the port later. It grow to 1.8 million, Somalia
become recognized internationally, a member in 2014 used that and demanded to
withdrew the cash 1.7 million vanished in thin air.
You have so many similar stories in
the report. Although they made legal reforms to fight
corruption, the culture of corruption is very prevailed widely practiced.
