The biggest safety problem in Koonfur is the use of SNA (Hawiye militia) against various clans deemed to be shabab supporters. The misuse of foreign military aid to further clan objectives. AMISOM cannot leave because instead of building a capable SNA, which can fight Alshabab, Culusow chose to build hawiye clan militias to terrorize peasants.
And now he wants to bring the same behavior to Galkacyo, arming the Galmudug SNA under the false pretense of fighting Alshabab in Xarardhere and Ceeldheer. Galmudug fought them for a couple of weeks to make everything seem legitimate, and then started the fighting in Galkacyo which was the objective all along.
