Could be NISA directly why not? But my understanding of the security sector, and based on the nature of the forces "who arrested gabre" I can says it's their unrevealed somali commanders

There r two US funded special and security forces, alpha who falls under NISA/security...this one has close ties with the CIA, informes NISA on what's going on since they r better equiped the other one is danab who falls under the defense ministry and has close ties with Pentagon

Somalian security cannot even arrest a donkey let alone the real president of Somalia, President Ato Gabre.

BTW please use the right term. Mogadishu's security does not represent the entire Somali Peninsula so saying "SOMALI" is wrong and rather insulting.
