Puntland should use the Same strict rules of Somaliland.

1. Locate all non puntlanders regardless of their tribe and ask them what the hell they are doing in Puntland ?
2. Register all their details including their clans,finger prints, reason they are in Puntland. identify if they have relatives in the state.

Police are different from the military, there is definitely cooperation between Somaliland and Puntland police, especially undercover units who are trained by the same countries.
