Actually, Mogadishu and Hargaysa are both signatories to a bilateral extradition treaty entered into force in March 19, 2008. It stipulates any/all donkeys caught illegally crossing into one another's borders should immediately be sent back to face charges of tahriib.

This is part of the seasonal migratory b/w kenya and somali border.

This is kenya,animals migrate forth and back in kenya somalia border,it just means they are on their way to somalia because there is draught and they want to change their landscape they will go back once they graze enough,lions,hyena,giraffe,elephants,buffalo,foxes,,rhinos,and many other animals will follow suit to escape the changing seasons.

I wonder if the locals can just grab one and use it or are these wild and dangerous??

I would have taken more than a few and sold them. This was a blessing for reer Habasweyne
