There shouldn't be a lack of information on the 4.5 on the Internet in English, there should be information in abundance as I believe the idea was brought by the ICsomaliler wrote:Susu000 wrote:It's not from the Barre era, I believe it came about to be during the Djibouti reconciliation conference in 2000 and seems to be the fairest way of dividing the seats in parliament, so every clan, majority as well as minority get their number of seats.somaliler wrote:what is 4.5?
Why 4.5 instead of 5? why call the minority clans 0.5?
is Isaaq included in 4.5?
Is this new or did it exist during Siad Barre times?
How is it used in governance today?
So you have the 4 major clans which are the majority in Somalia. Hawiye, darood, digilandMirifle and Dir( Isaaq are counted as dir)
So the minorities are a minority, therefore they don't make up to 5, making the power sharing structure 4.5.
Makes sense ?
This is a great explanation![]()
Is there any place where I can get a detailed look into this system of power sharing written in English though? Everything I've found on the Internet on 4.5 is written in Somali
The IC or The Transitional government?Susu000 wrote:There shouldn't be a lack of information on the 4.5 on the Internet in English, there should be information in abundance as I believe the idea was brought by the ICsomaliler wrote:Susu000 wrote: It's not from the Barre era, I believe it came about to be during the Djibouti reconciliation conference in 2000 and seems to be the fairest way of dividing the seats in parliament, so every clan, majority as well as minority get their number of seats.
