This whole Muqdisho getting more seats in the upper house is meant to scam other tribes so Hawiye can get more seats in the upper house using the Caasimada. The other Tribes needs to have a written agreement assuring them that, the Muqdisho seats will be divided in 4.5 ratio. Waxaan Cadaalad maaha. I know Hawiye is the majority tribe in Somalia but that does not mean they get more seats when Somalis are healing up from 21 of division. If Muqdisho seats will be divided on 4.5 Ratio, then its all good. Muqdisho cannot be Somali capital while all its representatives are Hawiye with maybe one Reer Xamar.

your ideology of "really not caring"
Is very contradicting to the list of things you want for the country and it's progress, if you are sincere in that, then you should be concerned about an entire state being excluded from the upper house as it will cause a volatile situation and disagreement between the politicians and therefore resulting in no progress at all. You should have an opinion about this matter, wether it is Banadir getting seats or not getting seats.

Just my two cents.
