Sxb it's my understanding and that of the people on the ground that it's referring to sharing Xamar in a 4.5 formula, originally it was no representation, how some dude in a barren deserts in Bari with not even 250K population dictate to a state with 4 million people is beyond me, it shows poor negotiations skills, the people in Benadir have more rights then any other state purely based on population, the idea that a place like Xamar and Hargaisa will have equal representation as Garowe despite more then 20x up until 40x the population is a joke.
