First of all the port of Melbourne is not under DP World. DP leased a wharf from The Port of Melbourne Corporation, which is a Victorian government-owned agency.
Melbourne is looking for someone to lease it with an offering of $6 billion over 50-99 years.

DP World does not own the port but it owns the infrastructure that it will implement. In order for Somaliland to gain ownership over such infrastructures, DP requires leasing the port for 30 years (which my friend is the international standard terms with 30 being the least then comes 50 then 99).
The land is always Somaliland land. The DP will own the infrastructure and after 30 years it becomes Somaliland infrastructure.
There is no such thing as DP owning Berbera for life.
Berbera has the potential to become the biggest port in the former Somali Republic. Let's do the maths.
Ethiopia already hit the 100 million mark (people).
Ethiopia allocated 30% of it's port needs to Berbera so that means the potential to serve 30 million people.
The entire Somali population does not even reach that today.
Xamar meanwhile will serve 2-4 million in the Konfuur.
Ethiopia will be the horse that pulls many Idoor into the middle income class.
The bigger that horse becomes, the more he pulls.
