Here the Somaliland foreign minister categorically denies the existance of Khaatumo as an state/regional administration and re-emphasises that these were talks between Somali landers.

Who'se fooling who in these talks, with both sides giving their own interpretation of the talks. I think Khaatumo, despite the protestations of President Cali Khaliif Galaydh, has agreed to join Somaliland, with the concession being a change in the constitution to accommodate federalism in Somaliland, so that we will have three maamul goboleed under Somaliland, namely Awdal,Iiddoria and Khaatumo-Maakhir, with internal autonomy.

I think that this is the position of the international community and as Faysal Hyena said in the earlier clip, it doesn't matter what this new entity will be called as long as there is mutual agreement. Federalism in Somalia has been a foreign agenda and has been pushed through by them, I would not be surprised if this is offered as a solution for Somaliland.

And once they join SL khaatumo can't again arm itself and reclaim the cause. So let's say once they join SL a year later troops are sent to some of their districts what would they do? It be too late.

All in all Cali Khaliif just needed an excuse to surrender to SL and troop movement is a ruse nothing more.
