These things happen every few months in SL (there was the Berbera incident, the other little fishing port, Ceel-afweyn, Hargeisa itself, Baanka Qol Caday). It doesn't surprise me. The blame is on SL administration who insisted that they may inherit the British marked map and in return protect all within such territory.

Because the administration is weak and very indecisive, hence one week it chases some militia but the following week arms them and says "la qarameyay". So it's not clear what Hargeisa will do. That's the Somaliland philosophy, "Give a man a fish and you feed him for a day, teach a man to fish and you feed him for a lifetime." karbaashing clans without reconciling between themselves is not a long lasting solution.
