You're just over thinking it. It's called a leak and leaks happen all over the world. Stop looking for a conspiracy where there is none
Leak? No its not a leak dimwitt every party knows how much vote they got because they have observers counting the vote along side NEC. So the election law state that no candidate should celebrate a win before the official result by NEC and here we have in Hargaysa Biixi openly celebrating and shaking hands like a new Saudi prince to the thrown.

That's is indicative how NEC is never impartial.
Any results from a credible source getting out before the official announcement is called a leak dimwit .

Leak by definition implies there was something that was classified and then revealed.

This isn't the case kid, each party exactly knows how many counted votes they have and their opponents have. So isn't leak.
