I dont know really isnt the hargeisa water project almost done?
I believe they were drilling far outside hargiesa and transporting it with pipelines..
The main aquifiers are east, Burco sits on a massive undrground lake, but it will cost millions to drill and pump all the water.

The drilling will cost millions....but pumping would be relatively inexpensive.....water held at depth/pressure will gush forth.
The costs will be far outweighed by the benefits.....we could irrigate whole provinces.
