Jigjiga is not HA. Its jidwaq, more specifically bartire and yabare. But Isaaqs came to the city as merchants a while back.They all fled during the 77 war. They all went to Hargeisa to rebuild their own city , which is the smart thing to do. But right now jgjiga is occupied by Ethiopia so none of this really matters.
