from the way you talk you make it sound like Somalia has the population of China or India, or one of the largest populations in the world. We're tiny abaayo and getting smaller would be even worst. I think you're dooping yourself by thinking outside of the box. Somalia's population problem is we're too few not that we're too many.

Somalia is empty 22 to 25 million total in all somaliweyn
Our problem is lack of responsible government and desertification which ruining the land.
With a responsible government we can enact programs to roll back desertification, through soil regeneration and water catchment systems along with permaculture.
All these require little to NO foreign currency just labour and organization.
This also takes time as well with all the above and 30 years you can roll back the fertility of the land to precolonial times , lush forests, farmland and pasture.
Even with our nearly destroyed environment with the right organization we can achieve self sufficiency right now..
Resources are not the problem , its social and political.
If you transport 100,000 Bengali peasants in empty land in the jubas for example , after some starve while they figure out how to adapt , they will in few years be producing enough food for 10 million at least and be 3 to 5 time richer per capita than their Somali neighbors.
