Farmaajo has been PM before and that gov fell because of constitutional clash about proper roles. Farmaajo explicitly promised in his campaign address to Parliament that he will strictly observe constitutional roles to prevent gov clashes. The biggest reason this xukuumad hasn't fallen yet is because no one over steps their role.

I know there are two important rules he follows 100%

1. Farmaajo will NEVER speak about government/cabinet policy positions in public which is why he rarely gives media interviews
2. Farmaajo NEVER meets a cabinet minister without sending prior notice to the Office of PM

Everything depends on his signature at the end so privately he is very involved, but those interactions are in discretion not public.
