Majority of the Somali people do not even understand the terminology like "proportional representation" (PR) and "first past the post (FPTP)." Others, like yourself, who recently came across it in the news display confusion beyond surface definition.
For example, you seem completely confused between a close list PR and open list PR.
If 4.5 is the political mechanism to allocate seats, then by nature you cannot hace a closed list PR. It is just impossible; it is like oil and water mixing.
Yet someone told you Farmaajo is pushing closed list PR AS IF THAT IS POSSIBLE when the existence of 4.5 HAS ALREADY ALLOCATED the seats?
Whoever told you that doesn't understand the issue as well.
This sort of thing happens when you are motivated by an agenda. The agenda manifests in many ways but it is the same thing; Farmaajo is losing so everything that seems to be moving forward make it at the expense of him----to reinforce the perception he is losing.
1. If Farmaajo (as Head of State) doesn't go to an international conference that is more appropriate for the Prime Minister (as Head of Government) --------------- oh wow Kheyre is now the face of the government as Farmaajo is now completely lame duck.
2. If he does go to it --------------- oh wow must be running from Mogadishu Uprising.
3. Abshir Bukhaari pointlessly walks around Kismaayo --------------- oh wow soon a Motion will be in Parliament which is also being paid by "some" donors
4. Farmaajo officially supports 1 man/1man which is his official mandate as it was Hassan Sheekh's as well being the official mandate for the Electoral Commission and the UN/Donorate --------------- oh wow he must fear 4.5
5. The ENTIRE Somali cabinet headed by the PM endorse, vote on, and forward to the President the recommendation of Proportional Representation (which is how the overwhelming majority of the world govern after the success in post-War Germany as the most balanced mechanism to prevent something like Hitler and Nazis seizing power) which Farmaajo then forwards for Parliamentary approval and after Parliament does not like the idea --------------- oh wow everyone has turned against Farmaajo trying to crown himself.

Also, because of the embarassing failure of Madasha/opposition to stay relevant, you no longer have an entity to symbolizing the side winning to your agenda of making it seem Farmaajo is losing.

Your usage of Kheyre is called a "foil" in English. It means something to use as a comparison to set off against your agenda against Farmaajo.
This is why you guys are embarrassing yourselves by trying to talk about the election issues like you guys are in elementary school. You aren't interested in the subject or what it really means; it's just an expedient SOMETHING to use as a new factor to continue the long-running agenda of trying to delegitimize Farmaajo.
