I should have worded it better, as I meant selected by elected. The average citizen has no say on these selections. The average citizen in Hirshabelle is struggling with making the ends meet, violence, corruption, floods, unemployment, food insecurity, periodic clannish clashes that cause one to be internally displaced, etc. Clan militias (like Suudi's) are often responsible for half or more of the struggles the average citizen faces. So, your quote doesn't apply to majority of the people of Hirshabelle. It the just the way of the world we live in today, people voting against their own interests.
