Ah, I see the Balanbale point now. I still disagree with the perspective you shared. There are things about Balanbale (and Caabudwaaq) I am not at liberty to share publicly, but I will say Marehan Mudug were urban (Balanbale iyo Caabudwaaq iyo Dhabad ayay isku aruuriyeen) until couple years ago when they started to reform their settlement pattern after turning back to take control over the administrative understanding of their districts.

Partly Federalism, partly the new push to attain constituency representation over their land across the border, but altogether a new found interest in their central lands after two decades of looking south to Kismaayo has caused a remarkable resurgence back.

When you look at spreading out from Dhabad to Saaxo and building real settlements in Dacdheer, Kaxandhaale, etc---when you look at spreading out from Caabudwaaq and building Galmeygaag and Dalsan across from Cadaado, Bangeele and Laandheer across from Mareerguur and Hananbuuro, and Seyle and Hulkujir between Xeraale and Dhuusamareeb----when you look at spreading out from Balanbale and building Turbi, Gaxandhaale, Seeji, Labidheere, Labiile, Bali Boore all around it in a moon arc from Xeraale to Guriceel to Matabaan sides....hawl baa socoto.

Looking at this map, it is hard not to notice the entire Habar Gidir clan is squeezed at Marehan's doorstep. Matabaan, Guriceel, Dhusamareeb, Cadaado, Gelinsoor, Bandiiradlay---what is left that is a relevant settlement except for Hobyo on the Coast?

I have said before;

HG and "Marehan" have the single most continuing "substantive" war of equities between any two Somali groups. Hardly a single month goes by there isn't a clan clash between HG and Marehan. The day that a HG clan formed in Mudug they have wanted to access the Hawd and the route from them to Hawd trespasses on Marehan. They have tried for a record of 150 years thus far and as of this second, every attempt has failed. This is conflict compelled by nature and which is a permanent poison in their relationship.

There could never be "Hobyo" or even a "Gaalkacyo" between Marehan and Habar Gidir. Notice how Majerten and Habar Gidir have coexisted in Hobyo (meaning even how the MJ went to go live in Hobyo) and have made a "Galkacyo" together living in different sides?

Marehan doesn't only border sections of Sacad like MJ, they border all three main HG clans with Marehan being the single most important border even among them. Notice even 95% of their settlements are stone throw away from Marehan.

Do you see a Gaalkacyo or Hobyo?

No, because they would have been aborted before germination as happened to "shared Dhusamareb" or "shared Balanbale."

The second the Italian police station called "Dusa Mareb" was made between the grazing boundary between Marehan and Habar Gidir, Marehan "moved back" from Dusamareb to make their OWN political constituency unshared with HG at Caabudwaaq. The Italian could enforce equal access to "settle" Dhusamareb but he couldn't force Marehan to settle there. This is quite literally the entire answer to the myth of Dhusamareb and the fantastically never settled "Marehan community."

Since the day Balanbale was declared a settlement to this day, and no matter how much support even successive Somali governments have brought to bear to have Balanbale be settled without respect to clan, to this very second Balanbale does not have a single block or patch or row of dwellings where HG settle.

There has never been a "HG" community of Caabudwaaq. Even "Gelinsoor" wasn't the Gelinsoor "settlement," it was about grazing. Just like the rest of the "Tomeselli" line where the Italians could enforce "equal access" to settle, they could not force Marehan and HG to live together.

The reason why all the former Italian stations or points on the "Tomeselli" line in Mudug are all HG today is because Marehan moved back aborting joint settlement. They declared their own non-shared "garrisoned citadels" facing across from the Tomesseli line before the border.

Dhabad facing Gelinsoor, Caabudwaaq facing Dhusamareb and Balanbale facing down southeast to Beled-Weyne.

When Wagardhac came back to take the parts of Gelinsoor grazing that was accessed after 1991, they named their own unshared "garrisoned citadel" called Saaxo to face southeen Galkacyo while Sacad was and is still inviting them to a "Gelinsoor Town peace conference". In reality they could care less than "crap" about "sharing" and "Gelinsoor town." She has taken back the access to Gelinsoor "Valley" and "Saaxo" is the "door" to the brand new fence rebuilt over the old one.

"Gaalkacyo" could NEVER have come into existence between Marehan and Habar Gidir.

Probably very few Somalis have observed that simple, powerful, and tragically predestined ode to the most destructive of all conflicts; a war of nature.

As long as both shall exist there and practice animal husbandry as a livelihood, the conflict of nature between Marehan and HG will exist (barring any significant change to the present context).

This conversation is so facetious it ia beyond ridiculous.

1. You think there is an "economy" in Somalia (any part of it) that produces "tax."
2. You think there is any "tax" that is an indispensable component of any budget any where in Somalia.
3. You think that Mogadishu living and breathing human citizenry is represented by a clan.
4. You think that taxes are paid by Mogadishu citizenry that is any part of the economy of Somalia.
5. Finally, you think that institutional entities located in Mogadishu having been buit there on the agreed upon basis of being equally owned by all within Somalia belong to a clan or that even that the institutions themselves yet generate revenue that sustains even their own budget to function.

I touched upon a lot of these in various posts. I will not regurgitate another sentence to something so demonstrably misinformed.

I will, however, encourage you to read the many wonderful research insights in recent IMF/World Bank publications on reengaging with Somalia.

I am sure you will be extremely disabused of your limited assumptions about this entire subject.
