Balanbale was a district prior to 1991, its not comparable to Guriceel, this is just a fact everyone knows, even the Cayr you are talking about. MJs don't want to govern non daarods , so their dispute is actually not political , it's Territorial. They principally agree to coexist , but there is small pockets of land that is disputed. There is no difference between HG MJ beef and HG Marexan beef. TheYusuf MJ and HG are in political deadlock over Mudug and more importantly Gaalkacyo, not only doesn't GM meet the two region requirements, but Gaalkacyo cannot continue to have two mayors and mudug two governors, eventually someone will lose and someone will win. Caabudwaaq and Balanbale are already part of GM there is no political tension, there is killings and fighting over patchy grassing lands between Guriceel and Balanbale, this is not political. We have given HG are lifeline when we joined GM.

I don't think you contributed any thing to habar gidir , according to the constitution galmudug is an illegal state with or without mareexaan. How ever galmudug existence predated the law . So the law can not be applied over puntland and galmudug. These two states were created ages ago . For that reason habar gidir has the right to remain autonomous without mareexaan or even other hawiyes.
