I think as Simplicity and Demure mentioned, lack of Islamic knowledge is the biggest factor of this problem. Criminal-Diva also has a point, it is possible that mothers themselves did not used to cover when they were young, so they let young girls enjoy with their time until they marry or become too old.
Caydid, you are right something to do with the society and most Somali housewives are not that much aware the danger of this problem. I know some Somali families whom their children were born in the United States are better than those came from Somalia or Arab countries directly, because their daughters wear hijaab, I mean cover their body.. I think it is just about the parents and how they teach/encourage their children..

What about those many sisters who wear hijjab when they're offering prayers and then go back to their 'western' attire? is their salats valid or a waste of time ( a rhetorical question, only Allah accepts or rejects prayers surely)?. [/quote]
Good question brother..
I have noticed that too. Well, i don't know whether their Salat are accepted or not, but onething i know about is, the prayer makes people to refrain doing bad and unpleasant characters. So one might say, if their Salat was approved, they would practice their hijaab anywhere they are, but Allahu Aclam saxib..

Yes, to the Atheist, not in Islam…

My mom didn’t wear hijab till her20’s but when she had me followed her religion tightly. She influced me to wear it I never felt comfortable wearing it.
It makes my ears hurt.
My mom told me and told to wear it but it comes out one ear out of the other.
But lately I’ve adopted to wearing and I like it.
