There are times and circumstances that "qualified" alone doesn't cut the slack. If Ethiopia is involved in the nomination and decision making of certain entities, then that is a no-go zone. In Somali politics... and I am using the word politics losely..... Ethiopia is synonymous with the current turmoil and they are seen as the reversed midas touch, everything and everyone they associate with is seen by the common Somali man as disasterous to say the least and Xaaraan at most
