They did tried to negotiate with them on several occassions, be it in Khartoum, Nairobi, Jibouti or Yemen, but the TFG were not independent to cut a deal on their own. Every time they come to the table, they will present a chart dictated by Zenawi and they couldn't add or take out an iota, and that wasn't in the best interest of Somalia according to the UIC
