It will be able to power a city 4 times the size of Los Angeles

We need cash flow.

Remember 600 million in the 1980's is a billion or more today. That is crazy. As xoogsade said the TFG needs to disarm the moryaans and then we can possibly fund such things. But that alone would take a lot of donor money and strong fiscal policy by a federal government and NOT A TRANSITIONAL one.

The Chinese built that damn on a massive river in a deep gorge. The Juba is a small river and there are no deep gorges to exploit. You are comparing apples to oranges.
