Incapable leaders. You hit the nail on the head.
Ciise Riyoole twice raided the cenral jail. One time they killed 2 Dhulbahante men held there charged with the murder of a Ciise Maxamuud Colonel. They took tribal revenge rather than let due process run its course. Once more they raided the jail and sprung 3 Ciise maxamuud detainees held in connection with the murder of a Dhulbahante man. The Prison is 100 meters from the Office of the Puntland president.
Ciise Maxamuud Finance Minister Faroole was dismissed a while back and he mustered a subclan militia and surrounded the Presidential compound. Until the situation was defused with the granting of concessions to Faroole.
Anarchy and Lawlessness of the Ciise Maxamuud combined with a weak leadership = Garoowe oo Muqdishowday
Schit like this never used to Happen when CY was Puntland Boss. You draw your own conclusions.

How reliable is source of this news? Anything about Puntland is magnified and sensationalised 110%.
The other day when UNDP officials were visiting prisons in Garowe, suddenly the 'houses' for the internal displaced were on fire. Was the fire intentional set by IDPs to gain some attention or was it an 'accident' that happend again when there were foreign dignitaries in town? The jury is still out.
I do agree with Cilmiile though, when Abdullahi Yusuf was in charge things ran more smoothly.

The men behind this are mainly from Majerteen gaabgaabka Such as Siwaaqroon ect! they are Burcadka Baada. The Men whom raided the Jail are none other then the brothers of the dude who killed the dhullos dude. They injured another Cisse maxamud Policeman? Cisse maxamud are not behind this as a entire clan.

Puntland should be accountable for their actions, whenever stuff happens in Somaliland we are held accountable for our mistakes. Unless Puntland is also lawless.

^This is how down side of being uneducated..
Obviously dont know that "States" have their own administration...
Anyhow... SOmaliland is almost a country while buntland is full of jareers and bantus who only know how to arrest,kill and subjugate each other....and ofcourse breed hatred to the rest of the SOmali nation
