If you really care about the people of Mogadishu then that is a very bad idea. Clan militias was what made Al Shabab acceptable or tolerable to the population.

p.s. abgaals shacab are clean from qabil just like any other qabil, but there are indivdidual leaders that have tribal mentality and those individuals are not abgaal only but other tribes also.
