horta siciid explain it to me, how can they know for sure how many HY voted or sacad muuse or arab etc. if it is by xaafad xaafad, well each areas are well represented by diverse clans now. or did they state their clan when voting?

Yep found it. We can't not know for sure if all those people who voted for Sacad Muse/HY seats were 100% those clans since there is people who live with them
in their districts (magan).As this is not the parliamentary election where each sub clan will vote for their parliamentary member that represents them.


In the case of Hargeysa how the MPs came out. Apparently it was up to the party to distribute the seats to their candidates based on the number of votes the
party received with their candidates that got the highest votes getting the seats within the party rather than which candidates got the highest votes in the general
council election. This was of course abused and in some cases some parties regardless of which candidate of theirs got higher votes than another one
discarded them. This whole system is messed up and has too many loopholes. Keep in mind the council seats for Hargeysa are 25, so that means a lot of
candidates despite getting thousands or even higher than other candidates were rejected by their party.
