America, for the large majority, though the Shia/Sunni conflict contributes a portion. But as long as their is an unwanted American presence, the carnage will continue.

Uniformed occupation is legitimate, civilian-clothed insurgency/resistance is illegitimate? What kind of nonsense is this? Definitely an incompetent nonsense. Nevertheless, civilian-clothed insurgency/resistance aren't required to observe UN conventions or protocols regarding warfare. Why? Because they didn't sign it.
