The fact of the matter is that Ilka-Yars are guests in the city with guns. The city is still run by and occupied by its true natives who consist of various Somali clans. The Ilka-Yars who roam the streets with Tigree provided guns know that their time in the city will end soon. They have no houses, no businesses, and nothing of value in the city. So tell me what you have other than few imported militias roaming around the streets? Walaahay I don't like Dhabayaco but even with all the killings and abuses they have been subjected to, they still have more money and businesses than the Ilka-Yar refugees.

Kismaayo is run economically, commercially, politically, militairly, by Marexaan end of dicussion. The cities completely locked down and theres nothing you can do about it caano booro boy. Its by Marexaans class and dignity that everybody has been able to live and participate in the city in peace for the last ten years. I guarantee you if the Kablalax in Kismaayo talked .0001 the xaar you do they'd be thrown out of the city in minutes, but Alxamdurilah there decent, smart people who know their role.
