The thing is u can't tell a man he cannot marry a woman if both the man and woman say they want to get married, even if she is a second, third, or forth wife. What are u gonna say to them we will not allow ur marriage because we deem that u cannot provide for her? It is halaal and if they want to do it, it has to be allowed. Covering up your body is ordained in the Quran, and a ruling for not following it can be administered by the ulumaa who rule the area. In this case it is a warning then a light punishment.

and how can someone over rule the uluma if what their dictating is not correct? do the people have a choice in this?

It's true that people should do things out of fear of Allah. But another thing to understand is that people are affected by others. If you are around a place where all the shops close down and people go to prayer, it's a sure bet that the usual guy who didn't pray out of laziness will become good in his prayers as everyone else is doing it. Same thing with the dress code.
