I read that because Somaliland was a sovereign state (briefly), there is a legal loophole which could allow them to regain sovereignty, is that true?

Union can be interprated as two confederate states as under the UN arrangement of Eritrea and Ethiopia before the Emperor of Ethiopia dissolved this legal autonomy. Because of the long term implications, I am against the federal model as a solution to our problems.
In the future, states like Puntland, Maakhir, Hiiraan or Somaliland can opt for an Independence.
All it takes to restore our national union is a stable Mogadishu and the rest of self-declared states will be left with no option but to endorse the Republic or else they will be designated as rebel regions subject to isolation and sanctions
