Question: Can I ask, then, why the clash took place with the men of religion regarding the civil status law? And what led to executing 10 of them?

The late dictator planted the anarchy we see today, he laid the foundation. So how he could be the solution is beyond me. He was shortsighted and selfish, his goal was not for the well being of somalia as a nation but how he could secure that seat for a hundred years. He created 90% of the tribal tension we see today, it existed before but he took it to another level. He destroyed in the minds of the population the ability to be loyal to their country and not their qabil.
