If been a city counsilor is a walk in the parke why don't you run?? you are one bitter looser , it takes alot to be elected in any office even be it the Head of the African Student in universties, now bitter looser don't be envious of people that have achived something you can not.

Councillors do not pass or make laws as IRONm@n has said. Brief description of their duties and salary from a website:
"The work of a councillor includes holding surgeries to help local people, supporting local organisations, campaigning on local issues, and developing links with all parts of the community. Councillors are not paid a salary or wages, but they are entitled to allowances and expenses to cover some of the costs of carrying out their public duties."
