two things
-puntland was recently built after 2000
-kismayo has been built decades ago
-there is no war in Puntland and it has an administration
-there war in Kismayo in the last 20yrs and there is no administration until these guys took over recently.
For comparison check pictures posted by Monk in the P.land section.
Not just Kismanyo but Hargeisa too.
Besides telecoms and electrical power supply lines are recent additions to most somali towns and cities.
It is a case of holding those the profit from the residents responsible for higher standards. Reinvestment of part of their profits into safer infrastructure.
