Yes I would rather they go to a foreign Government, than Armed Factions. What You call "Local Somali Group" to me are armed factions whether warlords, ragtag so called Religious groups or what have You or even TFG. Btw there is nothing "Local Somali" about Shabab's agenda.

Ofcourse. Somalia does not want to heshi and use wuxu Ilahay siiyay and then on the other hand they do not want anybody else to use it. Classic case of ama waan ka cuna ama waan kaa ciida. A lot of people think Shabab are the answer or TFG or Warlords or factions but the bottom line is at the end of the day all of these are splinter factions that do not have the kalsooni of the people. Kuligood they use the barrel of the gun to get what they want. I do not mind seeing Somalia annexed to some other Country rather then having 1 million different splinter groups and stay in arrested development. If I put a gun to Your head and said You either have to live in Kampala or Baydhabo or anywhere in Somalia You'd chose Kampala, been mise run?
