The Jubbas, Shabelles, Baay & Bakool should seek unification and their own independence, dropping the rest of the shithole known as Somalia. In addition, they should implement policies expelling anyone who hasn't had an ancestoral land within those regions in the past century. Levying heavy taxes on the non-natives and giving them special papers for being in those regions. That will leave a highly civilized, hard-working and non-Daarood, non-Hawiye population. Give them 10 years and they will surpass the economies of many countries in the region.

These four regions have been the bread-basket of the whole country since recorded history in the region. Tomatos grown in Shalambood used to be transported all the way to Garowe and Burco. Chickens from Marka would be sold in Gelinsoor and Hobyo, bananas from Af-gooye used to make their way in to the little bush eateries that lined the back roads in Mudug, sorghum from Diinsoor used to be milled in Ceel Buur, etc. Its time for the minority populations in these regions to get their vengeance.
