The walanweyns always pick 2 isaaqs in their cabinet in order to say hey there are a few Somalilanders in our government if they leave them out that would mean they automatically recognize Somaliland as an independent state. So its not about omaar being a foreign minister or anything related to that its just to make it seem there are Somalilanders in their government. They know he cant visit hargeysa where he is from they know he will be arrested they just keep him there.
