Ilaahay ha ku ziyaadiyo all that and more. All I'm saying is You will enjoy that within the context and structure of Mogadishu being a Federal District and not a Federal State. Personally I will enjoy and feel more secure coastal dwelling amongst My cousins in Kismaayo as part of Jubbaland State, and You do the same in Xamar as part of Somalia's Capital city :up:

Article 48. The Structure of Government

No single region can stand alone. Until such time as a region merges with another region(s) to form a new Federal Member State, a region shall be directly administered by the Federal Government for a maximum period of two years.
A region has to merge with another region, not half a region or one third of a region but with another full region. Puntland fulfills this clause so does will Jubaland but other aspiring Federal Member States like Galmudug and Khatumo not so much. Unless Puntland can relinquish the whole of Mudug to Galmudug then Galmudug has no hope of ever becoming a Federal Member State nor will Khatumo with just parts of Sool, Sanaag and Togdheer.

My point Murax, other then Puntland, Jubaland, Somaliland and Bay/Bakool (I'm not sure if Lower Shabelle can merge with the D&M folks if the Abgaal had a say on the matter) no one else can truly claim "the voluntary two or more regions merging" clause.

Yea, basically You have everything between the blue of that map minus Bay/Bakool and Mogadishu to be open areas for a regional administration satisfying those constitutional clauses. I really only see 1 possible Regional Admin coming out of that and that might be some sort of combination of Middle/L Shabelle/Hiiraan and that in and of itself will be a major challenge.

To the Darods-

Do you think sometimes Federalism as it is designed now unfairly helps Darod? I personally think a compromise has to be had, for example look at a state like Awdal...would they be forced to be with Hargeisa and Burco under Federalism? Awdal is a best case example of a "one region Federal State."

Federalism is the law of the land, but the conditions they put in place were not a consensus by Somalis but by couple groups in the Roadmap. For example I don't agree with the 2 1/2 states thing. I think a serious compromise has to be worked out by parliament where all Somalis can participate like:

1. If two states or more want to unite, they are allowed to unite.
2. If one state wants to become its own federal state, they are allowed.
3. The Upper House will have the same amount of representatives for every federal state whether big or small (for exp. 2 reps each federal state)
4. The lower House (Parliament) will have formula for more representatives from bigger states that united and lower representatives from smaller states.
5. A sliding scale in terms of resource ownership, federal investment,etc from bigger states to smaller states.

In this formula, there is political freedom for everyone to choose exactly the best course of action for them but while keeping power dynamics fair as well.

The Republic,

I absolutely agree 1 full region should be allowed. Jubbaland at the end of the day has 1 clan dominating the 15 districts of those 3 regions but other places don't hvae that luxury. Two Non Darood Regions that I truly believe should be allowed to form a Federal State are Hiiraan and Awdal. Hiiraan want to make their own state and that region more or less is dominated by one clan politically. They should be allowed to form a regional state. Awdal if they do so wish, that region is dominated politically by one clan and they should be allowed. I think When You get to half a region or a quarter of a region, thats when it gets ridiculous. For instance I think Galguduud should just come under the Federal Gov. At the same time I think the more regions a Federal State has, the more sway the should have on the National Scale.

Why should it be based on "Gobols". Clearly, all Federal States have one thing in common, Clan. I think all major clans that have their own exclusive territorial zones should have the right to form their own State or merge their territory with another clan's territory, thus forming one state together.

Ismahan, Federalism is the law of the land and everything points to the fact there is no going back. Instead of wasting time on whether Federal is "applicable" (this debate has been had and concluded), it is best to bring your vision of the system out. That's more useful.
