However, the establishment of Jubbaland is a local initiative with IGAD backing.

The "president" attempted to usurp the Jubbaland process, as outlined in his speech in Beletweyne.
In doing so he was acting against the federal constitution, which clearly stipulates state formation should be in the hands of the locals concerned.

Sheikh Hassan has made a U-turn and now accepts the right of local people to form their own local administrations.
This is good news for all parties, and hopefully we can establish Jubbaland state asap.

actually he wants to use the same trick AS used in Juboyinka but it will not work.
He wants to create a temporary admin for Jubaland for 4 months i.e counting on Kenyan elections to be held in March 2013.
His temp admin will be handpicked from a mix of Xamar and his stooges so as to ensure that chaos reigns.

The President wants a temp admin for kista that lasts for 4 months and at the end of this period he is counting on Kenyan elections to change the tides.He will keep on using excuses to sabortage and enrich HAG from the resources in Kista.

Once the elections are held, the friendly Degodia/Garre/Ajuran will get a Ministership and Yusuf Haji will lose his. This rebalancing of power in Kenya will benefit the HAG>
